    The rights people simply do not understand that ownership comes with obligations. They think that if they own something, they can do with it what they want. Besides, they simply don't have the intellectual heft to "do." All they are capable of is "take" and "leave." Instinct-driven behaviors.

    Call the city's waste management or public works division and tell them to pick the stuff up. It's in the right of way. The city will be liable if someone runs into it, especially if you've made a complaint. They won't be able to claim ignorance.
    Lots of public services are complaint-based. That protects our agents of government of being accused of theft and/or being overbearing.
    If the city is contracting for waste removal, the contract may well specify that the contractor has to respond to complaints in a given amount of time.  If you get no satisfaction, call a deputy city administrator.

    We organize governments to deliver services and prevent abuse.
