  •  In Oregon, the voters created a state lottery a (7+ / 0-)

    few years ago and were told that it could help fund education.  I opposed that for the same reason I view this proposal as a bad idea.  The people who will benefit the most from universal Pre-K education will be poor.  Cigarette taxes, alcohol taxes, lotteries, etc. all disproportionately take from the income of poor people.  They are very regressive.  The more income poor people spend on lotteries and sin taxes instead of food, shelter and their kids, the more at-risk their kids will be.  As a result, their kids will need more services.  It's a viscous cycle.

    Plus, as you say, we want cigarette smoking to go away and the taxes on tobacco should be used to mitigate its societal damage.
