    If no one claims credit -- if there is no way to know what point is being made -- then the result would be hysteria, but without direction. Effective terrorism, at least, requires that the targeted public know what the point is.

    Otherwise, it's just pointless violence. If the point is just to create abstract fearing revenge for those who live in fear, then terrorists achieve what the want by keeping politics out of it, but that's usually not the motive. Most terrorists want the survivors to know why. In Israel, the point is usually self-evident. In this case, it's not.

    Which makes it scarcely more than sadism for sadism's sake.
