    the Administration's statements about means testing and exceptions to the chained cpi for the oldest and most vulnerable.

      constant dollar COLA increases will decrease and potentially eliminate the difference between the highest and the lowest Social Security benefit. If everyone gets the same benefits while not paying the same taxes, it's a welfare program not an insurance. Changes Obama proposed are much smaller.

      There are some elements of welfare in Social Security already as the payouts to the recipient are not directly proportional to the taxes collected from this recipient over the lifetime. But some degree of proportionality still remains. Significantly decreasing it may reduce popular support of the program.

        so that people who supported the economy by donating a large portion of the value of their labor to profits rather than to their own personal consumption can at least have the barest of bare essentials after the capitalist exploiters have chewed them up and spit them out.  it sounds like the program that divineorder is proposing would continue to support that skew to benefit the lower end of the wage earners.  assuming that they will never wind up living high off the hog on their slightly expanded benefits, i suspect that the change will not be terribly objectionable to anyone but the greediest among us and their fawning dupes.

        The top benefit goes up.

        Bend points are adjusted each year by the National Average wage index.

        SO how does everyone get the same benefits?

        Year one:
        A) SS benefit 14k
        B) SS benefit 28k

        Both get a $200 increase in year 2. They are still 14k apart.
