    that are so dangerous that there's a reason not to locate nursing homes near them, I have no idea.

        why such facilities are allowed to be built near a nursing home. My question is why such facilities are allowed to exist. If it is so dangerous that it can't be built near a nursing home, why do we allow it to be built at all?

        Why don't we make people build things in such a way that they are safe? Sure, it will cost more, but it will cost a hell of a lot less than the risk of destroying an entire freaking town.

          ...to provide a product, and jobs. They are built where the need for the product is, close to sources of labor and materials. Whether they are good neighbors depends on the management and the owners, and even then, accidents happen. Most likely is that this plant was the major employer in West.
