    Some plants like this were long-established; towns grew and sometimes thrived around 'em.

    For others, it may indeed be a lack of foresight or planning.

    I suspect that no matter which, many town & city councils - and ideally State & Federal legislatures - will at least go through the motions of reviewing zoning regulations & health/safety concerns.

    Some won't. And those are the ones which, if they don't and they lack any sensible zoning or health & human safety regs, should have the names of anyone foolish enough to defend such decisions put into writing and burned into memory for when disaster does strike.
