      if they willfully didn't do what the Clean Air Act and Occupational Safety and Health Acts require.   Ammonia handling is highly regulated under Process Safety Management and Risk Management Program (PSM/RMP) regulations.  If they didn't do what they should have, then they could face whatever charges the prosecutor wants to push.

      are local farmers.  I could be wrong, but we'll see.  If they are local, some of the victims may be their relatives.  It's a very tight community.
