One of the less lethal/crowd control weapons that has been developed is an adaptation of the two part foam dispensers - fires a very sticky goo that could keep his hand from letting go of the switch.

A bit more damaging, would be to hit his hand/arm with a stream of liquid nitrogen.  He would lose his arm, but it would keep him alive so questions might get answered.

Of the two solutions, the second one would be the easiest to improvise.  About 1/4 mile from the mall they are using as headquarters is a welding supply company that I deal with.  They have a hell of a big dewar out back.  Go another mile, and you get to a bunch of the big biotech labs, that use enough of it that they pipe it around, rather than push dewars from place to place.
