    Authorities have ASKED people to voluntarily stay indoors for their own safety, and to make it harder for the surviving bomber to lose himself in a crowd.  It's a common sense safety measure that the majority of people seem to be heeding.  As far as I know, there is no actual curfew in place with criminal penalties for violating it.

    Despite the massive law enforcement presence in Boston, there just aren't enough of them to enforce a curfew if a million or so people decided to ignore it en masse.
