    him went outside after the shelter-in-place order was finally lifted.  He went outside because the lifting of the order made it possible for him and then he saw the suspect.  Direct causal connection.

      When the suspect arrived? What chance that he would be dead now rather then able to report him.

        his boat, looked inside, saw him and lived to call the police and tell about it.   So apparently, the chances that he'd have died if he'd have done it earlier are not very great.  But then, the shelter in place order wasn't about making time pass before the suspect was found.
