    People responding to prompts is a lazy excuse by people who have little control over themselves.
    Unfortunately, from the perspective of an hierarchical law enforcement organization, people who follow procedures, fill their quotas and don't ask questions are ideal employees.
    Law enforement agencies value compliance and, apparently, many haven't been taught that the citizens are their ultimate employers.

    We organize governments to deliver services and prevent abuse.
