    the pool grows in size and the risk per patient ratio decreases in size with younger people in the pool. What's happening now is that we have a pool full of geriatric patients many of whom have chronic conditions or conditions they could not afford to have treated before reaching the eligibility age.

    If instead the eligibility age became lower and the pool's concentration of persons who are ill and need a lot of care also became lower, costs would drop.

    What that means is people could get care before they hit the crisis stage or the retirement age. Either way the costs go down.
