    Does not require the Congress to reapportion at the beginning of the 10 year period. Only that the reapportionment be based on the Census that is conducted at 10 year intervals. That means that reapportionment can, if Congress so chooses, be delayed until right before the next Census is undertaken.

    So the 9 year apportionment delay was well within the rights of Congress.
