    It basically states that the size of a congressional district shall be as close as possible to the population of the smallest state (currently Wyoming) and that the numbers of seats will then be whatever the total US population divided by that smallest state population.

    This would currently result in 547 seats and a much fairer distribution of them amongst the states.

    It's not perfect but it is vastly better then what we have today.
