    But just having an axe to grind doesn't make it terrorism.

    Lots of people kill people to induce terror.  You don't think Lanza shooting up a bunch of schoolchildren caused terror?  Or the guy that shot up the theater in Colorado?

    So far, in my mind the Boston bombing has more in common with the Columbine shootings -- a disgruntled societal misfit with a dominating personality that dragged a weak-willed accomplice (in this case, his own younger brother) into a plot to kill a bunch of people to satisfy some part of his own ego.

    Now, there may have been some deranged religious or political motive mixed in there, but at the end of the day, I don't think these guys are going to have any real ties to an organized group.

      to be a terrorist. The axe in question appears to be religion. Inducing terror to further religion falls squarely under the definition of terrorism. It is precisely having an axe to grind that makes it terrorism.
