    Between US code (which determines what "legally happened") and what the dictionary says (which determines how we can describe things in common vernacular).

    According to the dictionary, terrorism is "especially politically motivated," but generally: "the use of violence and threats to intimidate or coerce."

    Unless the bombers were either (A) targetting specific individuals with the intent of murdering them or (B) so completely insane that they didn't know reality from fantasy (didn't know bombs could hurt people, didn't know that they had even made bombs, etc.) then there are few other explanations for setting off bombs in a crowded place beyond using violence to intimidate people.
