    And pointed out that only the part about "Citizen" applies here. Tsarnaev did not associate himself with the military arm of any government; there is no "enemy government" involved; there was no aid, guidance, or direction; Tsarnaev was already in the country so did not enter it bent on anything.

    The fail is epochal.

    Economics is a social *science*. Can we base future economic decisions on math?
