  •  Management is things like deciding what airplanes (0+ / 0-)

    To buy, which cities to serve, how much to charge for peanuts, and what color to paint the planes, how many employees you need...etc.  Airlines have people for that.  Operation includes making sure the aircraft are ready for flight, fuel is on hand, spare tires, etc, crews are scheduled to fly them, get adequate rest to comply with regulations, planes are cleaned and fueled and scheduled for maintenance on time.  Airlines hire people for that.

    Regulators make sure that in doing all that, they don't hurt the general public, or each other, in the process.  Best that is a separate organization.

        They would pass that cost on to their customers.  You could make the argument that the users should pay into it, rather than everybody...but then that would conflict with your recent statement that you think it should be socialized.

          it should be socialized. if all modes of transportation had to carry their own costs, we very quickly would have high speed trains and other more efficient modes of transportation.

            But we've come a long way from the FAA as regulator or servant to the industry.
