        A requirement for manufacturers to insert taggants, in and of themselves, would be a significant deterrent.

        Note that it could be coupled with purchase records, even in the absence of background checks, which would only strengthen the deterrent effect.

        Politically, I think we'd be more successful pushing a taggant requirement than we would be "yet another background check."  We've already seen what happens with legislation to improve background checks, yes?

        Joining the two makes it more likely that neither will succeed.  Pursuing taggants as a standalone step seems more likely to succeed.

          These two guys would have said , no can do , the powder is tagged ?

          Background check , do you have a background check done so that you can buy guns ? Have you shown that you have a reloading set up so you can buy gunpowder ?
          That helps keep gunpowder out of the hands of people who are not buying to reload .
          The tags help keep the gunpowder from being resold from the reloader to a non reloader .

            Bombs were already illegal when the lads set them off.

            The law failed to prevent.

            The law MOSTLY provides a mechanism for doling out punishment AFTER somebody has done something wrong. that consequence is called "deterrence" but seldom has ANY meaning to a determined individual.

              All laws aimed at prevention are worthless ?

              Lets take the laws that prevent explosives being sold willy nilly and dump them overboard because

                you rattle on about shit I didn't include in my post(s).

                The comments I make about laws not preventing things are merely to remind people we can and do make laws to try and make a difference, but only a fool believes a law causes somebody to not do something.

                How many laws are being broken on Wall Street?

                People here want to view 'gun laws' like they are going to accomplish so much more than they will.

            I agree with you that background checks for bulk gunpowder purchases would be a Good Thing.

            We seem to agree that mandating the use of taggants in gunpowder manufacturing would be a Good Thing.

            I merely suggest that the two should be pursued as separate goals at the political level.  We've just seen that political opposition to expanded background checks is very strong, so why effectively doom/delay any attempt to mandate taggants by tying it to something that has already been shown difficult?

            Pursue both - just don't tie them together in one package.
