    It gives you three choices.
    1.  Actual tax owed.
    2. No tax owed.
    3.  Tax based on your income.

      for the last several years. Same 3 choices (but #2 is by entering zero).  You must fill this line in on your tax return, so your zero can be considered fraud if you actually owed tax and didn't pay it.

      I was most annoyed by this the first year when it was introduced with no warning.  I found out only when I started to prepare my tax return, and hadn't kept good records for the year before to even be able to figure #1, actual tax owed (I didn't want to use #3, because the state's estimate was more than I thought I owed).
