        Please do not take my comments about zoning in general and the code for West, as being reflective of a putdown of Texas in particular.  I worked in the regulatory end of local government for well over thirty years and have a pretty decent understanding of the purpose of zoning and other regulations in the role of ensuring public safety.

        My county was one of the first to have county wide zoning regulations in Florida. That was mainly due to a very forward thinking man in government who impressed upon the local elected officials the purpose and need for good regulation.

        I also understand how economic development and jobs can lead to less regulation than is optimal.  I would hope that local govts all over the US would take a lesson from this industrial accident and look at not only their zoning codes and maps, but other regulatory tools available to them to ensure the safety of the citizens living in their communities.

          ever been to Texas' Refinery Coast?

          I lived at Sand Springs for almost a year, in the 1980s.
          They still called that refinery Cosden. It belonged to Fina at the time.
          Now it's an Alon plant. It did this a few years back:

          It's not just little bitty towns. Big Spring is a 4-A school -- 20,000 plus people ...

            And I am not trying to pretend to know what it is like in Texas.  But I do believe that public safety should be a concern to all of us.  We cannot 100% ensure it, but we can try to minimalize the danger to people from these uses.
