      The Cardassians are too orderly and intellectual to be part of theocracy - I'd put them more as like the conservative culture of Texas.  And both the Divine Order and the Shadows are the ideological corporatists like ALEC, while Ferengi would simply be the parasitic vulture capitalists who wreck companies for a quick payday.  Goa'uld would just be the most arrogant individual business leaders who see themselves in god-like terms.  Daleks are the neocons/white supremacists.

      The more elite side of conservative Texas culture, anyway - not the dimwitted redneck horde.
