I preferred comp-time to make up for the overtime we inevitably put in when deadlines were upon us. There was no loss of pay, just a half-day Friday, or a three-day weekend every so often to redress the imbalance. The good employers made sure I used my comp time in the same pay-period, or month, that I incurred the overtime. Others would let me bank it until the next holiday.

    But I was in a well-paid, full-time salaried job.

In lower-paid shift-oriented occupations, overtime is often necessary to maintain a decent standard of living. In those jobs, comp time just removes an incentive for management to stay on the ball: time-and-a-half pay.

But no one should have to work overtime to maintain a decent standard of living, should they?

If a young guy wants to work extra hours to save up for new jet ski, I say let him. But no parent should have to leave a kid in after-school care to make the rent or even to save for college.

Comp time should be the union's choice, not the managements.

I am in software too and for me comp time goes both ways. If the company allows me to take a half day or a day extra the following week because I need that extra time off, and I am allowd to work those extra hours the week before, then I am ok with 1:1 comp time. But if it is only a one way street where companies want you to work extra only when they want you to, then they need to pay a premium for that comp time. I agree, if they don't want to pay , then they should give unexpiring comp time and maybe at 1.5 times the hours.
