    Dealers have to keep records of sales. Those could be copied and used to build a registration database. It would instantly be out of date, but if the records of private transfers were "accidentally" not deleted ("We're sorry, Senator, the person whose job it was to delete them got furloughed, and the computer had been automatically backed up anyway") then the database could be kept up to date.

    The ATF has been accused of running over the limits of the law, e.g. "Operation Forward Trace", though I've never seen neutral reporting about it.
