    Probably not. But neither do the very poor. They don't have access. Even if they do have internet access, they don't have checking accounts or credit cards. Eight percent of all households and over 20% of the largest minority households,  and the unemployed and almost 20% of those under 24 have no bank accounts or credit cards. This increased enforcement facility will not affect them.

    I can't find any recent demographic studies, but those from a few years indicate that the young (under 30) are less likely to be online buyers than all other age groups up to age 65.
