      KEY DETAILS: COUNCILMAN JIM KENNEY’S LANDMARK LGBT EQUALITY BILL

      COMMITTEE HEARING: Thurs., April 11th 3-6pm EST // Philadelphia City
      Hall, Room 400

      Pushing Towards True Equality for LGBT Philadelphians

      • 1st in U.S. “Equality Tax Credit”– ENDORSED by Greater Phila.
      Chamber of Commerce

      Urges willing businesses to choose an employee health plan which
      treats Life Partners & their children equally—decreases employer tax
      bills by the lesser of $4K or 25% of any cost increases.

      • Requires Mayor to report on the state of LGBT equality in
      Philadelphia which must identify government services & policies
      providing unequal treatment to LGBT Philadelphians within one year.

      21st Century “Life Partnerships”

      • Guarantees spouse-equivalent treatment in hospitals & bans
      discrimination in medical decision making.

      • Ensures LGBT-inclusive definitions of family and households
      throughout City law.

      • All Life Partnership applicants will now receive guidance and
      referrals for free legal services to aid in completing the most
      important legal documents necessary to protect loved ones.

      • Authorizes accessibility for non-traditional families on all City
      forms (ex. “Parent 1” and “Parent 2”).

      • Cements protections for LGBT City employees and employees of City
      contractors with Life Partners in:

      Pension and retirement benefits (including health and welfare)

      Survivor & ”Fallen Hero” death benefits (and others)

      • Establishes LGBT affordable housing protections

      • Guarantees Life Partner visitation rights in City correctional facilities

      Ending Transgender Discrimination

      • Ends discriminatory exclusion of health benefits for non-union
      transgender City employees by Jan. 1, 2014.

      • 1st in U.S. “Transgender Health Tax Credit” — ENDORSED: Greater
      Phila. Chamber of Commerce

      Urges willing businesses to choose an employee health plan that
      prevent coverage for transgender medical needs—decreases employer tax
      bills by the lesser of $4K or 25% of any cost increases.

      • Requires all new City construction and major renovation to provide
      gender-neutral bathrooms, etc.

      • Expands definition of Life Partnership to be transgender-inclusive.

      • Requires all new City forms & online websites to offer gender
      neutral “self-identify” option.

      • Grants all private employees right to adhere to a dress code
      consistent with their gender identity.

      • Allows transgender individuals to request name and gender changes
      throughout their City records.
