    is not a service. When employees suffer injury on the job, the employer has an obligation to provide help and compensation. If we had a universal program, employers would not have to be involved in matters outside their expertise. Legislators should not be involved, other than to insure that assault is properly recognized as a crime and punished.
    Legislating "benefits" that someone else has to deliver is a cheap way to curry favor with the electorate. It is preferable to legislating deprivations (the sequester), but not much. Congress doling out rewards and punishments to the people, who govern, is evidence that our public servants are insubordinate. They do not know their place.
    It should be asked to what extent the "good cop" benefits from the "bad cop" and whether those roles are ever appropriate in the legislative arena.

    We organize governments to deliver services and prevent abuse.
