    We use them to regulate conduct.  We know from our human experience that not everyone will comply with the laws.  That is why we attach penalties to violations.  There certainly are people or entities who will violate the law, but the existence of such people and entities is not a particularly good argument for not having laws.

    Should we stop regulating the discharge of environmental pollutants merely because many companies violate environmental regulations?  Should we stop regulating workplace safety merely because many companies will flout OSHA's rules?  To ask these questions is to answer them.

    Why is this such a hard concept for gundamentalists to wrap their minds around?
