    have to go to Staples or Kinko's and use their copier.  It is possible to restrict printing so that you can only print the entire thing a limited number of times (via javascript and cookies in PDF files, or even just PDF DRM).  Sure it can be bypassed but even basic PDF DRM requires that you edit the source code to xpdf (hint, find okToPrint and find "return gFalse") but most people aren't going to compile their own PDF reader or even worse, learn assembly and hack Adobe Acrobat Reader.

      ... complete the forms fully, it seems unlikely that they would employ such restrictions.  It also appears to be the case that we will be able to complete the forms online, with no need to actually copy pages for additional dependents.

        The number of pages and need for copies is small potatoes compared to that.  You have to declare your income, under penalty of perjury.  Twice/year.  If you end up making more, you will need to pay back the subsidy.  Think about it.
        We could have saved 400B$ with Single Payer, and the only document you would have needed was your birth certificate!

          I have.  Yes, single payer would have been my preference, and still is; and I was among the many here who were pushing our representatives for it.  But the ACA is a huge improvement over where we were.  This is a positive thing, and has already helped a lot of people, and will be helping a lot more.  Yes, we should continue working for single payer; but we should also be thankful for what has been accomplished.  Many people have benefited and will be benefiting from the ACA; and that is something that we can feel good about.

          What we can do now is help others get signed up; this will require us to get better educated about the process, but our efforts to educate ourselves will in turn make it easier for others as we help them get signed up.  This program will make a huge difference in the lives of a lot of people; and we can help make that happen.

        dynamically generated Javascript is something they might do simply because it is "high tech" not realizing that it prevents you from printing out a range of pages.

        As for filing it online, I hope they don't have a bunch of high resolution videos that you need to watch first (or at least make them a plain old link rather than embedded) as many old/poor people don't have computers that can handle multiple high definition flash videos at once.
