    Why that sort of data would certainly overload the memory of our modern computers of today:

    Oh, wait, maybe not.  Actually, it really wouldn't be that hard or expensive at all.  Easy software, really.

      And it seems to be a requirement in the proposed law that states do something like that - but again, that would be state by state. Certainly a nice opportunity for one or more developers to come up with a consolidate package that would cover all the bases.
