    Where do I draw the line? Hard to say, but I would take a stab at it as being the average age of the onset of menses, which is about 11 or 12.

    It would be nice if girls that young were not having sex (or being raped), but I didn't make the world, I just live in it.

      have to check the person's age. And 12 year olds certainly don't have driver licences. Also, can't girls any age get it with prescription?
