    it's not really a filibuster.
       All it turns out to be this way is obstructionism.

      being enacted in IIRC 1915. Original purpose was to break gridlock.

      Congress was in gridlock.  The Treaty of Versailles was being filibustered in 1919, they took a cloture vote to end debate, voted on & approved the Treaty. IIRC this was the first use of rule 22.

      And today Congress is in gridlock, so by the standards of 1915, and applying those same standards to today, Rule 22 should be modified to break gridlock.

      Because Reid refuses to revisit rule 22, he is in fact maintaining the status quo. Which is gridlock.
