    The governor says no and the legislature is split. The IA senate voted to accept Medicaid expansion along party lines. The Republican dominated house narrowly voted to go with the governor's alternative plan, but 2 Republicans voted with the Democrats. The legislation now goes to a conference committee, then the governor.

    The pressure to accept Medicaid expansion is tremendous with hospitals, medical groups, businesses, and others supporting it, and no organized opposition. The Des Moines Register has run an endless stream of editorials in support of Medicaid expansion. There is some indication that opposition among Republicans in the legislature is softening.

    It is hard to see how the governor or Republicans in the legislature see rejecting Medicaid expansion as a winning position for 2014.
