    I had a conversation with Rep. Dennis Cardoza, who had an idea I found fascinating, but for which he could not get traction

    he suggested the Federal government take all home mortgages and guarantee them if they were refinanced as they were at 4% fixed 30 years -  I think w/o home inspections, but let's ignore that for a moment -  the amount of $$ that would have been freed up, the stopping of the downward values of houses, etc, made for some fascinating economic projections.  It was a creative thought, coming from a guy who at the time had one of the highest foreclosure rates in the country in his district
