    In the 1800s, federal, state, and local government was not only for sale, but if anything, it was far more open about it that it is today.  Of course you took money from big business and passed favorable laws; what good were you if you didn't?  Then and now the players believed that "corruption" was just what the losers called it; they saw it as good business and good patriotism - creating jobs, developing the country, and making everyone rich.
