    (all, some) are considered public or private.  My understanding was that you have to pay for burial plots, which to me suggests that they're private.  If so, I'm not aware of any 'non-discrimination' laws that apply to burials, which would suggest that graveyards are generally structured along the lines of 'at-will' employment, ie they can refuse to accept a person for burial for any reason they choose.

    Some alternatives to avoid dealing with such issues would be cremation and/or 'lifegems', where your ashes are turned into a synthetic diamond.
