    - Any adult who has not passed a rigorous safety training course

    You lose your right to own firearms for a period of [x] months, until you have passed a training safety course.

    UNLESS the underage person or the untrained adult caused an injury or death, in which case you are charged as an accessory to assault or murder, and permanently lose your access to firearms.

    Similarly, if you personally injure or kill another with a firearm, you lose your ability to access firearms, unless it was a clear case of self-defense against imminent, grave, physical harm.
