    There are Plenty of "Terrorists".

You just have to look in the Right Places.

Like Wall Street, the Pentagon, BP, Exxon or Monsanto.

What about Those "Terrorists" that Blew up the Fertilizer
    Plant in West, Texas?

I Guess that the Words "Owner" and "Terrorist" are
    Mutually Exclusive.

There are bad people on Wall Street and at Monsanto.  They're just not terrorists.  It is not a word you get to use for every bad actor out there.  If it gets used in that way, it has no meaning. Is that what you want?

Someone who causes terror, panic, and fear?  That's the word whose definition you want to clamp down on.  Interesting.
