    While those bonuses may well be "step-down" incentives, I can also understand why employees of lobbying firms might want to take a relatively low-paying staff job.

    First -- why does anybody want to be a Congressman or judge?

    Yes, lots of people take hefty pay cuts to do it.
    If lawyers can have a civic streak, why can't lobbyists?

    Second -- Jumpin' Jiminy!
    If you're a lobbyist, I would think taking a couple of years to rub elbows with the folks on the Hill, getting to know many of them up close and personal would be career gold.
