    You're saying it's impossible to create competitive districts in this much of Texas?

      Most of Texas is either extremely Republican (the majority of the state) or extremely Democratic. It's possible to create more competitive districts, but not without being quite convoluted in how they're created.

        In a Democratic map there would be a lot more competitive seats. However, even the most competition-centered map requires a lot of vote sinks, as at a minimum there's 11 VRA seats, 7-8 blood-red rural seats, and 5-6 suburban R seats. The only way to really create more competitive seats is to fajita strip from the border like crazy and create seats that extend from the urban core way out into the suburbs, and even that is difficult because Democratic voting rates are much lower, as well as being legally suspect.

          You can easily create more competitive seats in Austin, DFW, and Houston using excess minority population that isn't included in any VRA district.

            They're ugly as hell and don't follow COIs. If I were drawing a Democratic map it probably would've had a 20-21 seat or so ceiling for Democrats, but not really the intent of this exercise.

              The max you can legitimately create is 18 Democratic districts (defining Democratic as a district that Democrats could win, but not will win) while following the VRA.
