    why I thought there might be yet another version floating about.

    FWIW, this particular attack on science seems to be directed to the social, behavioral, and political sciences, and not, e.g., climate science. Republicans have been doing this one for decades and I would anticipate more under the auspices of austerity and sequestration if they can get away with it. Smith is (not by way of this bill, but in the context) attempting to interfere directly with the peer review process that underlies NSF and other agency grants.       There is a lot more money in censoring and/or corrupting climate science, so that's probably what this power would overwhelmingly be used for.
