    A long time ago, there was a Good Housekeeping seal of approval--vouching for the quality of a product.  Consumer nations should set up a similar private agency to vouch for the safety of specific plants--and clothes without the seal of approval should have to pay an exorbitant tariff.  In cases such as this one--don't trust the government or the industry.  Maybe a Consumers Union type of concern could run the oversight.
