        1984 goes to some length to explain how the proles are incapable of making a revolution.  They're uneducated, endlessly distracted by cheap pleasures, have remarkably little fear of the state and an equally remarkable degree of personal freedom within their extremely limited means, and above all, they're apolitical.  Oceania doesn't propagandize and scrutinize the proles anywhere near as thoroughly as it does what passes for the middle class that the book's protagonist is part of.
