    That's why they do the same things over and over again, never learning from their mistakes, and expecting the same from everyone else.
    The mistake here would seem to be an inability to distinguish between the creation of an event and taking advantage of an event as an opportunity. No doubt, the Boston bomber search was an opportunity for law enforcers to put into effect strategies they'd been practicing on a smaller scale. We've seen evidence of that in New Hampshire in conjunction with reports that someone might be contemplating suicide. Whole neighborhoods have been evacuated in the middle of the night because someone passing through on the highway might be planning to blow himself up. While it seems silly to set up a command post and cordon off a house in the woods for five hours until it can be safely determined that the deadly deed was long done, hurricanes and derailed trains are too rare (thank goodness) for first responders to practice their coordination.
    I suspect that the instinct-driven, whose behavior responds mainly to prompts, have difficulty comprehending what is involved in planning ahead and being prepared for what happens next. So, they confuse cause and consequence. Then too, the instinct-driven are inclined to mistake the intent for the act, since they themselves rarely act on their own initiative. They have an idea and, if it comes to pass, assume, like the Decider who brought democracy to Iraq, that the idea caused the result, even though there's no evidence on the ground.

      anxieties into producing creative plot designs.  And if one fears the power of others while feeling powerless himself, those paranoid designs are voiced even when doing so further diminishes the speaker.
      Fear the terrorists.  No, fear the government.  Wait!  I am the government.  Yes, fear the government because someone else is also the government.  Tremblay should resign so she can be less conflicted about being part of the government.
