    ...require gentlemen on both sides of the agreement?

    I think we can stipulate that Harry Reid is a gentleman (to a fault, much of the time).

    Mitch McConnell, John Cornyn, Charles Grassley, Jeff Sessions, Orrin Hatch, et al. ... not so much.
