    it happens across all walks of life.

    However, in this instance, we're talking about a mega-industrial accident in which "the industry" was clearly negligent and the state the industry located in had no regulation for this kind of thing.

    There is absolutely no denying this much--there is plenty of incentive for the plant owner and the state to find a scapegoat.

      that in the wake of 9/11 there was attempt to better regulate the chemical industry against terrorist attempts which was blocked by the Bush Administration.
