    he was ineligible simply because he lived in a historic district. The whole thing turns on the actual decrease in the house's value. If his easement was no more restrictive than what the law already mandated, there would be little or none (although some buyer might argue that having two restrictions is worse than one; if the town decided to loosen its laws you'd still be bound by the easement). If it was more restrictive, there could be some drop in value.

    Then the question is how much. I see no plausible justification (and this is why I've raised the 15% issue) for claiming a $281K reduction in value on this particular house.
