The Kingdom of Prussia was part of the German Empire at the time.  Wilhelm II was both King of Prussia and Emperor (Kaiser) of Germany.

Some of my German ancestors were from Prussia.  One of them was naturalized shortly after the Civil War.  So compared to your folks, Denise, we're relative newcomers.  That's one of the reasons we European Americans need to remember that we shouldn't be playing this "I got here first" game.  We didn't.  All of us arrived after the ancestors of our Native American citizens, and the forebears of most African-Americans were dragged to these shores centuries before ours showed up.

So  Paul's views are not based on some kind of "first in time, first in right" theory.  They're based on the notion that American equals "white." The "us" can only ever be people with white skin, at least in Paul's view.  "Real Americans" are white.  Everyone else is some kind of other.  It's a transparently racist view, and Paul is probably too stupid to realize that other people recognize it for what it is.  But as you said recently, no, black voters aren't stupid.
