    As the Constitution gives them the power to do so, members of Congress choose their own leaders and make their own rules.  Harry Reid is Senate leader because Senate Democrats want him there.  Nearly all Senate Democrats are pond scum, and Reid represents them and their real interests perfectly.  

    Second, caucus leadership positions are a chimera.  Real power and influence within Congress is cloaked.  People outside of the Beltway seem to think that somehow the caucus leaders are the leaders of the Senate.  Those positions are merely window dressing.  Leadership of the Senate is essentially by clique — or, if you will, by junta.  A handful of Senators (generally between 3-6 at any given time) are the ones who control the calendar and agenda for their party — through patronage, favors, appointments, and control of caucus committees whose business is transacted far away from lights and cameras.

    Shirley Chisholm was right. Our Republic is in deep trouble.
