    to investigate all applications. They're probably mandated to review all applications. I don't think those are synonymous.

      as opposed to investigated. That's a fine line though. Review/Investigation/Research....all pretty much the same thing in application. It's the connotation that each of those words evoke that's the devil.

      IRS doesn't have to defend its actions. They were, as the author of this diary states, doing their due diligence.

        groups for due diligence.  That's the problem.  There was an easy way to fix that: find some viewpoint-neutral filter to capture the groups that posed the problem.  That's what they should've done a better job doing.

        That said, I think this is a bit of a tempest in a teapot even if the IRS acted sorta dippy.
